Carole Johnson is a Senior Policy Consultant with HealthPolicy R&D, a health policy firm in Washington, D.C., affiliated with the law firm of Powell Goldstein LLP. HealthPolicy R&D offers its clients a wide range of specialized services, including research, design and analysis of health policy proposals. Ms. Johnson draws on her professional experience and technical expertise to develop strategic health policy solutions and effective business plans for clients.
Ms. Johnson previously served as health care legislative staff to several members of Congress, focusing on Medicare, Medicaid, the Children's Health Insurance Program and private health insurance. She also was the Policy Director for the Alliance of Community Health Plans, where she successfully lobbied to strengthen Medicare health plan performance measurement, to advance pay-for-performance legislation and to improve Medicare Advantage-Prescription Drug plan regulations. Her policy focus areas included performance measurement and quality reporting, cost and quality transparency, health information technology, pay for performance, Part D implementation, and Medicare Advantage bidding and payment.
Prior to her work with the Alliance, Ms. Johnson served as Program Officer with The Pew Charitable Trusts' Health and Human Services Program. At the Trusts, she designed and managed a grant portfolio focused on achieving measurable change in long-term care, substance abuse, retirement security, and public health policy. She also was Senior Government Relations Manager with the American Heart Association, where her accomplishments included securing enactment of legislation to improve first responders’ access to life-saving cardiac defibrillators, successfully lobbying Congress to expand Good Samaritan laws and initiating and designing AHA's Medicare policy agenda.
